HMRC Staff Off Payroll



My thanks to a loyal reader who pointed me to this press release from Kinsella Tax about the 2,400 civil servants who are avoiding tax by using an "off payroll" arrangement.

The full press release can be accessed via this link. However, one particular paragraph relating to HMRC has caught my eye. It appears that some of HMRC's own staff are using this arrangement:
"HM Revenue and Customs (HMRC) announced that nine staff has been paid ‘off-payroll’ and that since the discovery by Exaro News three of these positions have ended. 350 contracts that have paid civil servants ‘off-payroll’ have also ended; 35 civil servants have continued working under new terms and conditions."
Tut tush!

Tax does have to be taxing.

  1. NOT Civil Servants. Private sector "experts" employed by other private sector "experts" already on the payroll of HMRC, who, fairly naturally, imported private sector payment practices along with their private sector expertise.........Anyone picking up a theme here?

  2. There is inded a theme, it's HMRC being two faced about tax avoidence. On the one hand they moan about it and on the other they allow it to take place within their own walls.

    Still seeing as it is not illegal and I am sure even HMRC staff would reduce their tax bill given the chance maybe it's time for HMRC to shut up and coincentrate on serving the public.

    1. The problem is, the people who are actually running HMRC care not a jot for tax avoidance, or even,actually,tax. All they care about are what opportunities there are for advancement, and which plum "revolving door" job they'll be up for next.

      For all his undoubted faults, with the departure of Hartnett, HMRC loses it's last boss who actually knows what tax is about.

      PS. HMRC is not there to "serve the public". It's there to serve the State. Two different things, mate.
